Try using one of the other servers. Open client.txt and change "desiredServer" to 0 or 1. Save the file after.

Since you're trying to use the Perfect World version, you'll need to add it to your launch options inside of client.txt. It should look this:

commandLineArgs.dota2_gui=-perfectworld
commandLineArgs.dota2_gui_dx9=-perfectworld

Alternatively, you can try using a VPN.
